Like Red says, I think there are a few reasons it's better for Mojang if they do regular updates. Firstly, it cuts down on the amount of illehgal copies of Minecraft that can be distrubted before they are out of date: that was Notch's original method of cutting down on piracy. Second, lots of little updates let them fix bugs with minumum risk of accidently releasing an unstable version. Remember when the massive 1.8 came out and how many issues that had. Lots of small updates allow them to keep track of everything. I think this is why they do this.

But yeah, having to continually reinstall mods is goddam annoying.
